OK, I'm going to try again:
Water cooling is a mature technology and even with a busted hose,
distilled water spraying around in there can be messy, but it's unlikely
to be dangerous.
Water cooling a SS Amp with its much lower voltages is even less daunting
When I worked as a tech, we has RF generators from 2KW to well over 200
KW. All except the 2 KW were water cooled.

There's a good chance submersing in oil would change the values of some
components. 200 fluid of a very low viscosity would work.
OTOH it takes very little water to adequately cool a legal limit amp, be
it a SS or tube type.
