As I recall as a young pup, there was a legendary Radio Inspector in New
York in the 50s and 60s. No names but had an FCC license with a vanity type
call. VERY unusual in those days. Later on there was an investigation and he
went to the happy hunting ground. In any event he took great delight in
"picking fly s**t out of the pepper,
24 citations at a single small FM station for example. I have no doubt at
all that Bill is correct in his recollection of events regarding power.

This guy was a complete nut job. One station we kept logs in 24 hour time,
though the "clock on the wall" was 12 hour. This was a big deal until the
chief extended his wrist with a 24 hour watch ...

This guy needed another life. The rest of the RI's were regular guys, you
could call them for help without fear of retribution. But we all stayed way
from this guy.

That is approximately 17 dB gain, which is more than the FCC rules allow for
a commercially built amp. Perhaps the factory "corrected"
the gain to make it legal?

Just got it, and am loving it...  Works very well with the K3, and a LOT
quieter than the old AL-82 was.  Love the autotune, and love the follow the
amp does based on the bands selected on the K3...

Very simple really.  You could refuse them entry (you had that right) and at
that point they could initiate an enforcement action.  Refusing the
inspector entry (which you could do) is/was considered a serious violation.
Better to invite him/her in and offer them a cup of coffee.

The van out front could not tell how much power you ran, but did before and
after measurements.  They would have you go back on the air at the power you
said you had been running.  If the readings still agreed, that was fine.  If
they were a fraction of what they say for field strength before...well...

As to 10 watts or so over, I don't know any particulars, but "I'd guess"
they were there for some other reason, be it malicious interference, foul
language, harassment, or complaints.  Something brought them there other
than power, but what the hey, if they couldn't get them on a more serious
charge and didn't have the time to spend listening to him for another
week...

Once "The van is in town" is known, everyone went on their best behavior,
except belligerent idiots.  We had 'em, but it seems like there were far
fewer back then.

You can refuse and pay the price. It was in the regs

These may sound unrelated, but they all are dealing with federal agencies

Today, things are different.  If they show up, it's probably because 
someone, or you got some politicians attention.  There is a whale of a 
swinging door between federal agencies and industry friends/donors in 
both parties
If they are there for a reason like that they will end up knowing things 
you don't even remember doing.  Now days they can pull up nearly 
anything associated with us as well as what we said about who.

For instance there have been multiple cases where people received all 
federal, state and local permits to build. Someone, some where changed 
their mind and they had to demolish any construction and put the land 
back to normal on their dime after spending huge amounts on legal fees 
to no avail.

That also happened to a local developer that made national news a few 
years ago all because they changed their coverage from navigable 
waterways, to all land that drains into such waterways. There have also 
been stories on the national news about couples and individuals.

Guy 3 miles from me was farming about 40-60 acres.  The county modified 
the road, cutting off his drainage.  Before he could do anything, plants 
sprouted that were of species that said it's wet lands. He planned on 
farming it until he retired and then subdividing it as it's close to a 
lake.  He lost.

You can stand on principle and try to survive.   It most likely will be 
very expensive with the deck stacked against you.

Having spent much of my life (Every Monday for nearly 23 years) 
calibrating instruments in the lab, maintenance, QA and production, it's 
normal for me to see readings I can believe in, whether that accuracy is 
necessary or not.  Other than those first few years in production I did 
that until I went to college.

I think it's similar for many hams, although they don't realize just how 
poor the accuracy of that equipment is and refuse to believe it when 
shown.  Generally, as I've said before, "It's good enough for who it's for"

I'm not asking for an answer to me or the reflector.

How many on the reflector can honestly say they regularly check the 
power out when running the legal limit?  Did you allow for meter error?  
How often do you check?  Have you ever had the meter actually checked 
for accuracy?
How long since your multimeter was properly calibrated?  What is its 
accuracy when properly calibrated.  What is the accuracy of your digital 
multimeter?  How about half scale?  Is the accuracy a percent of full 
scale, or of the reading?

Who actually measures output power withy care to stay legal, given the 
accuracy of measurement.
How about close to the band edge? USB and LSB? Other modes? VFO accuracy 
and stability.  How wide is your CW?  It depends on the speed.
How do you scale readings and accuracy?

There are many places where accuracy is important and many others where 
it isn't critical if allowed for in the measurements.

I may be late to this dance but isn't that why they sell more than one slug
at different power ratings? A 2500W slug could be off by +/- 125W, a 100W
slug would be off by +/-5W anywhere on the meter.

I already stated I use a HP 437 with appropriate couplers and attenuators. 
Ive moved up the 43x food chain over the decades as surplus gear becomes 
available.
