EU has a 2 wire system, no dedicated 3rd wire neutral and 120V is not used, even in homes.

In the US the typical wiring is two 120 "hot" wires, a neutral and an earth ground. In the proposed power supply, the neutral would not be used at all.
Just the two 120 hots and the cabinet would be earth grounded.
