I ran 100 watts from a bicycle. I ran one of the RF exposure applications to check the exposure. I think I was about 2 feet from the antenna and it was safe on 20 meters. The motorcycle will probably be the antenna counterpoise so don't forget the rider is sitting on that.

With the antenna almost making direct contact as most people use them it doesn't have to. Using the inverse square law, making direct contact on 2-meters is probably more RF exposure than 300 watts into a rather inefficient antenna at several feet on 20. Also 2-meters is far more effective at heating tissue than is 20 meters.

OTOH many of us have hundreds of hours total using the HTs with the antenna
right next to our heads.
