Legend has it that QWERTY was designed to slow down typists in the
early days of typewriters. The old typewriters were prone to jam if
the typist went too fast and QWERTY required more finger movement than
other layouts, thus slowing them down. 

That may or may not be true, but I have heard it all my life.
