This probably does not have a ground on the primary side (now the secondary).
You may need to establish your own ground at the junction of the windings.

secondary. With 208 on the secondary (I am running it backwards) I
am measuring 2500 unloaded on the primary.
Anyone using a backwards transformer for plate & are there other issues
