Thanks, that's what I usually hear when I look into electrolytics.
And I think you hit the nail on the head with spike suppression...that may
be the reason that operating with a safety margin is recommended. Most HV PS
designs I have come across (in my admittedly limited experience) do not have
any kind of protection.
