Sorry, that method is only correct for a sine wave, not for a
sawtooth.  You would be close, probably good enough for ham purposes
but not spot on. As you mention later in your post, a true RMS meter
such as a Fluke 87 or equivalent is the way to go if RMS is what you
want.
