Roughly, under load, the rf voltage at c1 should be plate voltage times .9 if this arcs the cap plate spacing is too small or the cap is damaged. If c2 arcs the amp is not loaded properly, ck the antenna circuits. This, usually is correct for legal power, no experience with contest amps.
