Are you running 1500 watts out?  If so, 28 watts reflected
represents a reflected power of 1.9 %.  It's possible that your two
SWR meters have exactly opposite erors, so that one is ~1% too high,
and the other ~1% too low. 1% is a return loss (or directivity) of -20 dB,
that's better than most simple SWR meters usually achieve.

In other words, not to worry.
