[Amps] SB-230 converted to 572b's

Hi all, 
I thought I had all issues resolved, but one more to find and fix.  I'm seeing 
voltage on the RF input terminal (3VAC) with the amp keyed and no input(not 
even hooked to a tx).  The plate shows 100 ma in this status and from what I 
understand it should be 0 ma.  Am I correct?
