There is formula that provides an approximate answer.  However, when I 
went to use it recently, I couldn't find it.  So I went to the Cardwell 
site and took data on their specifications for breakdown voltage and 
spacing and plotted it.  It, not surprisingly, yielded a straight line 
and allowed me to select a suitable  broadcast receiver capacitor for 
use in the input of a balanced KW tuner.  If you think the plot will 
help, I can send it to you, but it comes out to about 350 volts per 0.01 
inch spacing.
