Sorry, but this stuff is just so much slang.
I've also been a ham since '64 and I've been keeping broadcast
transmitters on-air since '74 and I've never heard or seen the phrase 3
by 3 or 4 by 5 used to mean "elements by dissipation".
It may known per region or clique but it's still imprecise and still slang.
I suggest taking enough time to type something that may be correctly
deciphered without guess work.
