About lowpass filters for a 1.5 kW transmitter: It might be advisable, IF you have the potential for TVI, to make a lowpass (or bandpass) filter for the transmitter and then follow it another filter which is especially designed to have zero lead-length in the shunt capacitors to ground. This will insure good stopband performance up in the 100 MHz region and above.
