[Amps] How do I get on legal limit list?

How do I get on the list of stations that do not exceed the legal limit as 
specified?

I run a Henry 2K Classic X but do not drive it above 1500 watts output, in fact 
most of the time I am loafing along at about 1 KW level, when I use the amp at 
all.
