Bill,
It's dirty/worn N/C relay contacts. The N/C contacts are the ones that let the
incoming signal through to your rig. You may try to clean them with a contact
burnisher made by GC Electronics, or replace the relay. That's about all you'll
be able to do. A few relays use a screw to hold the relay armateur together. I
have seen these loosen and cause a similar problem where tightening the screw
cured the problem. That wouldn't do you any good though if the armature of your
relay is fixed solid like most are.
