You can perform a test to see what might be causing the problem, Bud.
First, short cross the contacts of RY-1 by wrapping a small gauge solid
copper bus wire between the 2 normally open contacts. Check the pass-through
VSWR into a 50 ohm load. If no change, remove the jumper and put it across
the contacts of RY-2. If no change, the problem is inside the SWR bridge, or
in the coax run between the two relays. If one of the relays was the
culprit, they will need to be replaced. This will narrow the problem down to
the component level, and you don't even have to power up the amp to do the
test.
