Hi Gary,
    Yes, some do. When the "feature" of being able to put whatever size
fuse you wanted in the base became a "perceived"  safety issue, some
enterprising genius came up with the idea of different size bases for
each of the more common size fuses.  In retrospect I believe it was more
about marketing than safety. Sort of like different life stage dog food.
They didn't take off very well and soon adapters were on the market.
The advent of breakers was the death knell.
    Plug fuses were perfectly safe. They were also handy beacause the
base thread is the same as a light bulb. You could screw a bulb in place
of the fuse (current limiter?) or a fuse in place of a bulb.
