Bad zeners typically measure under 0.1-ohms in both directions.

My guess is that the arcing in the SB-220 is being caused by an
intermittent parasite at c. 110MHz. Reducing the Q of the VHF
suppressors may help decrease the VHF gain enough to stop the arcing,
