Conducted measurements to 5% by calorimetric methods do rely on the mismatch
errors being very small at the operating frequency. Actually determining
receiver sensitivity to within a dB when you want to know sensitivity rather
than noise figure is difficult, while receiver
intercept points are unlikely to be better than +/-6dB at best - even in a
standards lab.
