Tom,
Here's a few suggestions and some additional info on the Drake L4-B.
#1 should be a step-start to reduce current inrush.
The power switch in the L-4B has been a failure item over the
long haul. By greatly reducing the turn on load the switch may
last the life of the amp. Replacement are no longer made and
a real challenge to find.
#2 if the caps in the power supply are the original ones I would strongly
suggest replacing them ASAP.
