This information that you outlined below is not getting out correctly. What
I am seeing is lots of recent comments on 03-104 and almost no comments on
04-37. Actually only 9 comments to date? And one of these comments are
weasel words from the lawyers promoting BPL.
Do you think the comments via the ECFS page regarding 03-104 will even be
reviewed?
Its about time to have a "jumping up and down screaming fit"...followed by a
well reasoned comment addressed to 04-37 and follow-up printed letters sent
to your representative and senator.

Subject: [Amps] BPL NPRM released
While this is off topic for the Amps list given the gravity of the situation
is definitely worthwhile and relevant. The rulemaking number is 04-37

Thanks Mark Good to see we have an OWL with eagle eyes. Man this doesn't
look good, only 45 days for an initial comment period and 30 days for the
Reply Comment period. Looks like Powell is holding true to form and doing
everything he can to ram this measure through as fast as he can. He pulled
this with the Broadcast Ownership "reform" measure last year. Ok gang this
is the big one ! Get out your text editting programs and get typing. Once
you have your comments ready and saved in their final form call up this
link: http://gullfoss2.fcc.gov/prod/ecfs/upload_v2.cgi Enter 04-37 in "Row
1"complete Rows 2, 3, 7, 8, 9, 10. Go to Row 12 it should have defaulted to
"comment" if not select "comment" from the drag down menu. Bext proceed to
the green field below the cover sheet on the right hand side where it says
"File" click on "Browse" and proceed to locate the comments you just saved.
Once you have found the file double click it to attach them. Then click on
"Send Attached Fil
e to the
FCC". And your done ! Just that easy, just that quick. While it is not
necessary to use a Legal Format face sheet it does lend an air of
professionalism. What is important is to double space your text . The FCC
has to deal with reams of paperwork. Single spaced comments will be read but
very few will find their way to the commissioners desks. To read existings
comments click on: http://gullfoss2.fcc.gov/prod/ecfs/comsrch_v2.cgi enter
04-37 in Row 1 Do not enter any other data. Proceed to the bottom of the
page and click "Retrieve Document List". The will bring up an index list of
all filings on that particular ruling. Click on the link in the lower
lefthand corner to bring up the filing. There you have it. The comment
period will close 45 days after the notice is printed in the Federal
Register. Which has not occurred as of 23-Feb-2004. There is no need to rush
but if the commission is swamped early it will go a long ways to securing an
extention. To Steve Dyer given
the
gravity of the situation I would think it would be prudent to set aside
some time at the next meeting to discuss what the club's response will be.
By time April Meeting rolls around the comment could be very close to
ending. HIT' EM HARD ! Kick Butt Bob K1TAMark Schreiber <k6owl@arrl.net>
