There are multiple rules that apply.

First, you can not have any product or byproduct of modulation  
that extends outside the authorized band for that mode and class 
of license.

Second, you can not cause harmful QRM outside of the normal 
occupied bandwidth allocated for that mode. (A3J means 3kHz 
wide) 

Third, you must have spurious emissions outside the desired 
occupied frequency at or below minimum specified levels and any 
spurious emissions must not cause harmful interference.

There are actually a few more rules that apply, if you look. One rule 
does not exclude having another more stringent rule that also 
applies.
