Hi Jeff,
Most of the glass vacuum caps are rated for peak RF voltage at 60% of
their test voltage. There are a few of the ceramic parts which have
equal test and RF ratings.
It also depends on the cap in question. The 5 KV label rating is just
a minimum. If a particular unit tests at say... 7 KV, then it would be
fine in your application.
