It makes very little difference, once the frequency is away from the 
cut-off frequency of the filter, if it is terminated or not. 

In many cases adding a dummy load and high-pass network to 
pass harmonic power into the load makes things worse, not better. 

The layout and shielding is often more critical than anything.

As Mauri points out...in very populated areas with cable TV, the 
problem is more often overload than harmonics. 

In rural areas with direct reception of off-air signals, shielding and 
filtering of the transmitter's harmonics is a major concern.
