Not any _correct_ way.  If the load is a short, then the reflected power
equals the forward power; the voltage reflection coefficient (Gamma) is
minus one; and the current reflection coefficient is plus one.  Maybe what
the rig in question checked for wasn't reflected power, but (over)voltage.
