[AMPS] Tube 'Peak' Ratings

When a tube such as the GS35b is rated by the manufacturer as capable of 3Kv
(or so) on the Anode, but a peak of 6kv, does this mean that the tube will
be able of operating quite happily at say, 4.5Kv or so for long (ish)
periods?

What exactly is the 'peak' to which they refer??
