The 4CX1600B is made by Svetlana in St Petersburg and has a pin base.
The GS23b is made by a different company in the Ukraine and is a totally
different tube. It has a coaxial base (so you have to build your own
socket) and also has quite different ratings and characteristic curves
from the 4CX1600B.
Part of the confusion is that Svetlana at one time were going to market
the GS23b as the "4CX1600U", and even published a data sheet, but then
pulled out because of supply difficulties.
The GS23b is an excellent tube for UHF - it just isn't the one you were
thinking of!
