I spent 6 1/2 years in commercial RF design doing everything from
designing 18 GHz Gunn Oscillators, 6 GHz PAs and cellular PAs. Never
once did I measure RF power (peak or otherwise) using an Oscilloscope,
nor did I see anyone else do that either. I would have been embarrassed
to suggest that as a power measurement method to the Senior Staff
Engineers!
An o-scope is NOT an RF measurment tool, IMHO.
