Capacitor-start motors are typically used in compressors where the motor
must start against a heavy load. Blower service is quite the opposite.
If you measure c. 130 -160 vac across the capacitor when the motor is
running, you have a capacitor-run motor.

Something may be in the process of breaking down, Phil. I would
sustitute a similar capacitor to find out whether the RFI is coming from
the capacitor or from the motor.
