Hi Monty,
The 30S-1 metered the heater voltage on the primary side of the
transformer. Likely Collins calibrated the meter by measuring the
resulting filament voltage at the pins...
They used a 35 ohm rheostat in series with their transformer which
incidently is operating at around 1/3 the power of your pair of tubes.
