Certainly with TDD, it sounds like full duplex. It actually isn't though,
but it's not voice actuated either - the transmit slot time is there, and
what gets transmitted depends on the system. In many cases, even with no
voice input, there's still data transmitted.
TASI (Time Assigned Speech Interpolation) is a system used originally for
submarine cables and the like: that did assign a channel when there was
speech. I don't think that's used anymore, since most of the channels use
digital speech.
