I was testing a Henry 3k Classic which had been sitting idle for a few

Amp tuned up fine on 40meters with the HV in the CW position. In the SSB
position, after keying down just long enough to check the Bird meter, the
built-in pwr switch/breaker would trip. Output was about 1200w for 75w

Like Carl said, check the power supply first. I just went through this
with two different amplifiers. Both were the breakers used as switches.
Both required replacement.
Even breakers not used as regular switches are suspect when the unit has
been sitting.
I deal with a lot of equipment that relies on Airpax Breaker Switches for
power on off functions. The Airpax brand has a relative high tremendous
failure rate (IMO) in the equipment I see.
The replacement cost for the breaker/switch units is quite high. I worry
to think these units are spec for the space shuttle.
IMO, old age breakers are bad news unless proper operation can be
verified...
My experience with some Airpax models and other brands, indicates
repetitive switching and use as power on/off switches, greatly increases
the potential for erratic operation and failure.
Try to verify the power supply operation and be suspicious of those
breakers.
