Anything is an improvement over nothing.
You ideally want a resistance that will limit arc/short current to a safe
level until the AC breakers pop. The resistor should be able to survive
without damage.
Using two in series is a suggestion to overcome the voltage breakdown of
a single unit but in truth I dont see it as a issue. The NCL-2000 used a
single resistor and I know of not a single failure in 35 years.
In an amp with more HV, series resistors would probably be a wise choice.
