Yes. Peter's been caught 'bang to rights', as the UK criminal fraternity is
supposed to say when arrested :)

We're supposed to measure it at the feedpoint of the antenna, although I
don't know anyone who actually does that. My waking nightmare is that one
day a licensing authority somewhere in the world will start applying power
limits across the board in terms of ERP. This was done in the UK when we
first acquired a 50MHz allocation, although for good reasons of protection
to other services at the time.
