Warning:  I am not an expert.  
-  The key-down rating of the 3cx800a7 is 600mA per each.  1800mA 
key-down should be no-prob at all if you have a free supply of bottles.

I would use a pair of 10 ohm, 10w wire-wound glass-coated resistors in 
series.  For RTTY broadcasting,  15 watters would be appropriate.

Not at all.  In a series circuit, it matters not.  

Is this amplifier "neutralized"?
