To place the amp in transmit you normally just ground the transmit relay
line (the 12v one in this case).  You can test it without connecting a
radio by just grounding the HOT 12 line from the amp.  You should hear the
amp t/r relay click.

The IC-765 should have a contact that closes when you go into transmit (and
usually to ground).  This is the contact you want to key the amp when you
go into transmit.
