A professional accredited laboratory doing type approval needs to be
able to measure power conducted to a load to within +/-5%, and that's
not that easy. Rich makes a very good point that shouldn't be forgotten
- it's very easy to be misled just because a meter says something. Even
more so if it's a digital meter. Even bigger liars can be spectrum
analysers and FET probes!
