[3830] no scores

Hello All

You may have noticed that scores haven't been coming through. The 3830 reflector
is working, it's just that most everybody submits through 3830scores.com which
is where the mail is currently not being issued.

Bruce is working on the issue. Alternatively, you can post directly to
3830@contesting.com.
