Dear fellow contesters,

The Organization Committee has completed selection of wild-card teams. We
hope you'll find it acceptable and fair to everyone. Following  rules were
approved  by  Organizing  and   Contest Committees:

Calculations  are based on CQ zones (applies  for  CQ  and IARU contests),
meaning that for winning in own zone, one gets maximum points, other contest
scores are credited with adequate number  of points related to highest score
in respective  zone and category.

Winning  in SOAB (HP & LP), SOAB Assisted, QRP  AB  in  CQ  contests  and
SOMIX,  SOCW,  SOSSB   categories  in  IARU  HF Championship brings 2000
points, winning SINGLE-BAND categories 1000 points and winning in MULTI-OP
categories brings 500 points.

For  example, KL1XX made 100,000 points in SOAB, being  highest score  for
the particular CQ zone and KL1ZZ made 40,000 points in  the  same  category
and zone. According  to  above,  KL1XX would be awarded 2000 points and
KL1ZZ 800 points.

When   zone  (i.e.  zones  20  or  28)  stretches  across   two  continents,
calculations are based  on  zone  and  continent. Meaning  that  for
example, 5B4XYZ was first  in  and  LZ7XYZ second in zone 20, they would
both be awarded maximum points.

Scores from following contests were used:
CQ WPX SSB 1995, 1996, 1997, 1998
CQ WPX CW 1995, 1996, 1997, 1998
IARU  1995,  1997, 1998, 1999 (1996 event omitted intentionally due to
WRTC96)
CQ WW SSB 1995, 1996, 1997, 1998
CQWW SSB 1995, 1996, 1997, 1998,
giving  20 possible scores, but only best 15 were used  in  sum total.

Based  on above, following operators were selected as wild-card team
leaders:

Europe: LY3BA, UT4UZ, 9A3A, DK3GI, OE2VEL
USA: KQ2M, K4BAI, K1AR
Asia: RZ9UA, 5B4WN
North America (USA excluded): VE3BMV
South America: PP5JR
Africa: ZS6EZ
Oceania: VK4EMM

We would like to congratulate selected team-leaders and hope, that their
achievements in WRTC2000 will prove our selection. All wild-card team
leaders are hereby requested to announce their team mates until February
25th latest. We require call-sign, name, country of citizenship and e-mail
address. Please send details to <scc@bit.si>. Criteria for selection of
wild-card team mates was described in detail in our Communique No.2.

Another important task we need to acomplish, is referee's roster. We
received a considerable number of offers for help in organization of
WRTC2000. We would like to ask you to contact us again at  <scc@bit.si>, if
you wish to be a referee or help in any other way. Needless to say, that
referees' positions are also opened for those not selected as wild-cards.

Now that competitors list has been finalized, we will announce detailed
contest rules and other information on technical aspects of competition in a
separate Communique to follow shortly. We will also try to compile a list of
FAQs and  answer them as soon as possible.
