[3830] IQ9L SOAB not Assisted, African Italy

I worked from Lampedusa (Iota AF 19) as IQ9L, and I will use the same call
in the next WAE (maybe) and CQWW (sure).
Please correct your CTY.DAT adding IQ9L  to the "African Italy" line.
This concern mainly Europeans just for this contest.
