[WriteLog] Preload ADIF files

I am having a problem with preloading a prior ADI file.  For CQWW, it does
not seem to work as expected.  It will always places the zone as calculated
from the call sign or the cty file.  The adi file does not seem to be able
to override the default settings.

On the other hand, for ARRL DX, it works fine and inserts the appropriate
states.

Could it be that CQWW does an auto fill based on the callsign that over
rules the adi file?
