[WriteLog] Mouse Wheel Tuning

Randy's article in this month's NCJ peaked my interest in mouse wheel =
tuning -- I cant find reference to it anywhere in the help files =
however, other than how to set the increments up in the .ini file.
Can someone tell me how to turn this function on?
