[WriteLog] Time off in Cabrillo format

I can't comment on ALL Cabrillo log entries, but to quote from the rules for
the 2000 SS rules on page 102 of the October, 2000 QST:

2.4.2 Times off and on must be clearly noted in paper logs. They should be
listed separately in the "Soapbox/Comments" section of an electronic
Cabrillo file submission.
