This may/may not be relevant, but I found that GDT breakdown voltage
tolerance is typically in the range of +/- 20% of DC rating. If the same
follows for impulse rating the tolerance might be zero to -40% worst case
since impulse values are typically listed as "max". I've been using 1.5 kV
GDT's for legal limit work without issue. My circuit is similar to the
ICE style (DC blocked & grounded).
It would be interesting to know what other's knowledge & experience are.
