It could be, they have had problems before like this and it was simply just
forgot to pay the ISP/host fee's. The same re-direct message happens if you
don't pay the bill either:-)

More like someone hosed up the permissions on the server, so that when the
server tries to get to the files, it can't open them.
When you have a LAMP stack or equivalent, all the layers need to be
configured to talk to each other and have the right permissions.
Sometimes, you forget to do the right chmods, or you change the userid that
the server is running under, and forget to put that user in the right
groups. Many, many, many ways to screw up.
A disk or network failure can look like this, too. The front end is just
fine, but when it goes to open the file on the backend, it's not there.
But fouling up the permissions and access list is the most common way to
screw things up.
