That will only work if the tower is on a standard or tilt base plate. If
its on a concrete base section or drive-in plate, you will have to go to the
old temporary rope guy and gin pole method or hire a crane. With the method
you describe, you still need to "chock" the base to prevent it from kicking
out. Working close to power lines, as the original poster mentions, is a
scary job with any method.
