That product is "Scotchkote" and is designed to go over vinyl electrical tape to seal the edges and prevent weathering. A method we used in the Coast Guard to weatherproof connectors was to wrap the connection with a layer of self vulcanizing tape followed by a layer of vinyl tape followed by a liberal coating of Scotchkote.
