In our lab, we've used the 5-minute epoxy you can buy at Home Depot,
etc. for small potting jobs. We've measured very little change in Q
or resonant frequency in the filters we've built for HF & VHF-Low
band, so the dielectric properties are probably okay.
The only down side might be that it becomes somewhat brittle with age.
If you bring wires out of the potting, this can break the insulation
at the interface if there's any vibration. Make sure you use wire
with insulation that stays flexible in cold weather. Teflon
insulation is great for this reason, but it can also allow water to
wick into the potted circuit because the epoxy won't adhere to it.
You've got to pick your problem....
