That would not work in Thailand, which does have reciprocal agreement
with Germany, since an amateur applying for a reciprocal license must
hold a passport/citizenship of the country for which the reciprocal is
being applied. Thai nationals are the only ones who can take advantage
of the US license in Thailand, so a DL passport holder needs a DL
license and there needs to be a DL-HS reciprocal agreement in place.
